Exchange Network
Shared CROMERR Services

Overview

Build CROMERR-compliant applications for electronic reporting of environmental data. To do this, the Exchange Network offers Shared CROMERR Services (SCS) that enable regulated entities to report directly to EPA and/or to EPA-delegated programs run by state, tribal and/or local agencies.

Why use this service?

Using Shared CROMERR Services ensures that information collected electronically maintains the same legal integrity as paper submittals by providing common standards for electronic signatures and copy of record integrity.

These services also reduce costs and any barriers to electronic reporting by providing one-stop technical, administrative, and legal advisory services for EPA and EPA-authorized programs implementing electronic reporting systems.

Note

Each partner has the flexibility to choose which services to use and how they may be implemented. Read more to understand your options.

What are your options?

Option 1: Use provided Advanced SCS interface

Minimize costs and application development by using existing web application interfaces for a variety of registration, submission, and help desk management and reporting functions. The advanced SCS interface relies on the same SCS core services which offer a complete solution to CROMERR and/or offer ways to navigate between the advanced interface and existing partner applications. In addition, the advanced services offer additional categories of web services to support organization management, single sign on, and retrieve user profile information.

Option 2: Select and integrate SCS Core services into applications

Among the five categories of web services, you may choose to use one or more to support your electronic reporting requirements. The most common implementations are:

  • Identity Proofing Only

Identity Proofing offers the quickest and simplest way to reduce registration times, burden, and manual processing costs into a new or existing system to eliminate manual/paper based identity proofing procedures.

  • Signature and Storage only

Simple way to integrate regulated electronic reporting into an existing reporting system.

  • User Management, Second Factor Authentication, Identity Proofing, Signature and Storage

Using the suite of services offers unified record management, and additional automated validation and integrity across all services and significantly reduces the CROMERR application/review time to have new reporting systems approved.

One factor in your decision is whether you intend to manage user accounts in your repository or within the SCS repository. Another consideration is whether you have resources to build custom interfaces and/or integrate services effectively. SCS Tier 3 support is happy to work with you to answer questions and discuss the benefits of each option.

Testimonials

"Previously we were using wet signatures that had to be filled out, notarized, and mailed into DEQ to be processed before any reports could be filled out...Since then we have been able to get over 900 companies signed up to submit monthly reports electronically and remain CROMERR compliant in the process...there is no way 900 companies could have been done this way in the time frame we had to work with, so the change had to be made."
